How to prevent people from syncing videos from my library into their devices?

Hi, I've asked this question other times but I don't know why people don't seem to be understanding what I need so I'll explain it better now.

We have an educational company here where we record every class and store them onto our library so the students who misses any class can watch it later through Plex. The thing is, all of this classes are private property and the students are not allowed to leave the building with this videos to prevent the piracy of our services. To achieve that we use our own devices. We provide tablets that are completely locked up so the students can't access anything from it except watching the video itself, even if they sync it, the video would be into our tablets and they wouldn't be able to access it. This system has been working very well for the last few months but we have ran into a problem:

The very frequent usage of this tablets is destroying them and this is making our little system to prove itself unsustainable since the frequent maintenance of it is becoming too expensive.

To fix that we decided to let the students use their own devices, since everyone nowadays has a phone or a tablet it would be a lot more convenient for the students to be able to watch it on their own devices and it would also make it a lot cheaper for us too, BUT...

We don't want them downloading around each and every video they can into their devices for the very reason I stated before.

So, basically all that just so I can explain perfectly exactly what I need, which is a simple way to prevent people from downloading anything from our library, like disabling the syncing feature or something. Is that possible? how so?
